CIA: collusion breeds animosity

Judging by the classified February 2010 release of CIA Red Cell dubbed:
What if foreigners see the United States as an "Exporter of Terrorism"?
One would assume Central Intelligence either:
a) has a guilty conscience
or
b)fears its foreign reputation has compromised its integrity

It notes a few specific examples of incidents which foreign nations may view as
skeptical or deviant behavior by the United States:
-(2009) 5 Muslims travel from Virginia to Pakistan to join the Taliban & engage in jihad.
The plan was botched and Pakistan arrested the squad.

-(2008)the Mumbai attacks conducted by Chicago resident and suspected member of the Islamic militant group LeT, David Headley
which killed at least 171 people.

-(1994) Baruch Goldstein, an American-Jewish doctor from New York,
emigrates to Israel, joins the extremist group Kach, and kills 29 Palestinians
while they were praying in a mosque in Hebron.
In retaliation HAMAS bombed a few buses in 1995.

-The US based Irish North Aid Committee (NORAID) funded
the Provincial Irish Republican Army (PIRA) which in turn used the money for the purchase of arms.
American funding of the group subsided upon request from our British allies and London's support for our bombing of Libya in the 1980s

America was suspected to be at the heart of these controversial events.
This report doesn't deny partnership, but rather points out that outsiders conclusions may contain the idea of American collusion.
Many, including India believe David Headley was a "rogue US secret agent",
who purposefully blamed Pakistan's ISI to refuel a centuries old feud between India & Pakistan.
